The Mumbai Metropolitan Region Development Authority

The MMRDA had proposed the alignment of the metro rail corridor of the Wadala Teen Hath Naka up to Kadarvadavli. The metrorail will start from Wadala-Ghatkopar-Mulund and enter the Thane area from Anand Nagar naka and extend to Teen Hath naka-Cadbury-Golden Dyes. The line would go up to Kasarvadavli.

MMRDA commissioner Rahul Asthana said, "The transport systems in the Thane region will get a boost with the metro and monorail services.''These projects would bolster the transport systems and give impetus to the socio-economic development in the Mumbai region. The alignment approved by the Thane municipal body is the Kapurbawdi-Balkum-Bhiwandi monorail line. This will enable the MMRDA to align the metro and mono stations at Kapurbawdi. The route for this monorail would be Kopri (mental hospital) up to Teen Hath naka-from Aplab Circle via Wagle Estate (Main road No 16)- SCMTR up to Kapurbawdi. In addition the Thane municipal corporation has asked the MMRDA to construct service roads on both sides of Ghodbunder road.

The members picked up broken trees, dry leaves, litters and garbage that lay on the footpath. At the end, the male and female members that comprise young professionals, housewives and senior citizens took a group photo with the banner that read, 'Worldwide Clean-up Campaign for the Passover 2011'.

A young member of the team, Anvin Raj, 24 explains the importance of the Passover day that will fall on April 17. "The Bible says that if one prays and have a feast of bread and wine on that day, the world can be saved from any natural disaster. The clean-up campaign was held in preparation of the feast called Passover that is to be held on the - 17th April, 2011. The idea behind the clean-up programme is that muck is not just in the mind. When the surroundings are clean, one thinks better." The members of the Church of God took permission from the Nagar Sevak Sanjay Devram Bhoire.

He has also given them tips on how to go about as this is their first venture. The officials supported the members providing them cleaning equipment and soft drink. The members too bought some equipment like gloves and herein lies an interesting story. They bought two types of gloves. One type of gloves can be used later as well to pick up dry waste. For the wet ones, they have bought disposable gloves. They also bought some garbage bags, wooden brooms etc, so says Raj.

But perhaps, the best part of the story is that the clean-up on that day was not just limited to an area called Balkum in Thane.

Pune MHADA needs 2.5 FSI to boost performance

The Economic Survey of Maharashtra for 2010-11 says that while the Mumbai board has constructed 8,614 houses and Konkan built 1,574, Pune board could construct only 329 dwellings during the year, which is the lowest in the state.

Rajendra Nimbalkar, chief executive officer of MHADA, Pune, said, "The policy on granting 2.5 FSI has not been finalised for Pune and Pimpri Chinchwad. We had to put our housing project plans on hold since the current One FSI policy reduces our potential to build. A 2.5 FSI has been approved for all other boards except ours. We have been expecting a nod for the last two years," Nimbalkar said.

The government's plan to allot additional FSI is primarily aimed at creating new affordable houses for all. Presently, MAHADA colonies get one FSI. For instance, a plot measuring 1,000 square foot can have a construction area of 1,000 square feet only. As per the new norm, MAHADA colonies will have 2.5 FSI (which means 2.5 times construction of the land area available).

Economic survey gives MSRTC points to mull

According to the survey, which compares the operational statistics for 2008-09 and 2009-10, the decrease in crew productivity and increase in staff ratio (during 2009-10) as compared to the previous year are "points of concern". The survey states that between 2008-09 and 2009-10, the number of passengers travelling per day had reduced by around 37,000. The number of buses owned by MSRTC increased marginally from 15,695 (in 2008-09), to 15,950 in (2009-10). However despite the decrease in the number of buses, the average effective kilometres operated per day increased from 49.67 lakh to 50.61 lakh.

MSRTC chairman Sudhakar Paricharak said the number of passengers showed a decrease because the city bus transport service provided by the corporation for Nagpur city was withdrawn in 2009-10. Despite the decrease in number of passengers in Nagpur city, there was a substantial increase in number of passengers from other rural and urban areas. Paricharak said the corporation has been taking special efforts to attract passengers. He said the MSRTC had earned a profit of Rs 71 crore in 2009-10, adding that the corporation has given increased salaries and other incentives to its employees, because of which the financial burden has increased by Rs 500 crore this year.

Nagpur University illegal courses run by Kohchade-scam convict Sunil Mishra

A letter from state higher and technical department addressed to NU registrar has demanded explanation as to how Mishra's Central India Institute of Mass Communication (CIIMC) started courses without renewing permission for them from the government. The letter by officer VG Chandekar dated March 17 further asked NU as to how it granted affiliation to CIIMC to run these courses as their permissions had expired.

NU was also told to specify reasons with relevant laws and sections behind granting affiliation to the courses. Chandekar asked the registrar to come up with an explanation as to how it affiliated new courses of CIIMC even as their syllabus was not prepared. The courses mentioned in the letter are Master of Fashion Designing and Textile Design along with Bachelors of Jewellery Design, Business Management and Khadi production.

NU officials, as usual, were not available for comments. Even PRO Sanjay Bahekar refused to take calls. About a month back mediapersons had asked PRO office about CIIMC's credentials as per new arrangement made by VC Vilas Sapkal. However, none of the queries were answered by PRO. Even Mishra was not available for comments.

According to NU sources, Mishra and his sister now run CIIMC in the premises of Ashirwad theatre. About 400 students study there. Ironically, NU bosses granted CIIMC the permission to run the college despite the fact that its earlier premises on VIP Road was seized by NMC for failure to pay rent. Even unqualified students were admitted illegally for some courses and they later barred by the university from appearing in the exams.

Sources claimed that Mishra allegedly pressured former NU bosses including VC SN Pathan in granting approval for above mentioned courses. The former NU boss then granted them despite being fully aware of the fact that it didn't have necessary infrastructure. When former NU social sciences dean Dhyaneshwar Kadhao opposed the move, he was allegedly suspended by his college.

MERC asks Reliance to buy WPCL power

WPCL had offered to supply 260 MW to Reliance at a levelized tariff of Rs 4.85 per unit for three years in March 2010. The power purchase agreement (PPA) was executed in June. However, Reliance, which needed this power for Mumbai, sought to terminate the PPA in December on grounds of non-execution of fuel supply agreement (FSA) and some deviations sought by WPCL. It offered to pay compensation to WPCL as per law adding that as the plant was not operating the supplier was not incurring any loss.

While WPCL is selling its power at Rs 4.85 per unit to Reliance, MSEDCL is ready to buy power from Koradi at Rs 4.10 per unit. WPCL was also having problems in getting a transmission licence from Mahatransco. It got permission on January 7. WPCL then filed a petition in MERC on January 24 against Reliance.

Consumer representative Ashok Pendse pointed out that Reliance was facing a shortfall of 600 MW in Mumbai that it was meeting by buying power from other companies. If WPCL power was not purchased, the gap would increase to 860 MW. MERC also stated that in consumer interest, Reliance would have to buy the power as the PPA was executed as per central government norms. The Commission also dismissed other contentions of Reliance. It will have to buy 120 MW from April 20 and full quantum of 260 MW from May 1.

Meanwhile, Abhijeet MADC Nagpur Energy Pvt Ltd (AMNEPL), which had executed a 55 MW PPA with Reliance, also sought an approval from MERC. The Commission stated it was examining legal validity of the PPA and until then Reliance should not cancel the PPA.
